Kim is a dedicated servant leader with over twenty-five years in human services with a desire to encourage and grow others. As the Chief Executive Officer of First Balcony Consulting LLC, she has coordinated with organizations to develop key human resource strategies that align with their professional human capital vision. She also works with the Montgomery County Police Department Special Victims Investigations Division. Kim has served in an appointed capacity with the Maryland Department of Human Services for over ten years as the Deputy Chief Learning Officer and Deputy Executive Director. During this tenure, she led a team of two hundred state employees, evaluated state and federal legislation, managed a program budget of $750,000,000, and worked closely with state and federal partners.
She is originally from New Jersey and earned a bachelor’s in psychology from Montclair State University, a master’s in human resource management science from the University of Maryland University College, Certifications in Business Analytics, Project Management, and currently holds the Society for Human Resource Management Senior Certified Professional Credential.
Kim has spearheaded statewide initiatives to provide continued employee management and learning in a virtual environment, provided executive-level coaching, and strategic employee re-development.
Kim has resided in Howard County since 2007 with her husband James and son, J.W. Kim enjoys reading, cooking, walking trails, and golfing in her free time.
